- Multi-hazard early warning systems (MHEWS) are critical instruments for reducing disaster-related losses in an era marked by intensifying seismic and hydrometeorological risks. Despite advances in sensor technologies and predictive analytics, the effectiveness of early warning systems depends largely on how warnings are communicated, interpreted, and acted upon by diverse populations. This chapter examines the transition from sensor-based detection to actionable public response, focusing on emerging technologies and human-centred dissemination strategies for earthquake and flash-flood warnings. Integrating perspectives from disaster risk reduction, communication theory, and socio-technical systems, the chapter highlights gaps between technological capability and social uptake.
